Personality:
Julian is a very--perhaps overly--friendly sort, the type of man that is either easy to get along with or extremely infuriating. He's confident in his abilities to the point of sometimes being a bit of a braggart, but he doesn't mean to be antagonizing. In fact, he means to be anything but. His heart is certainly in the right place. He only wants to help people and prove his merit. But he also certainly has a temper, usually triggered by those who would abuse or betray other people, or what he perceives as something morally wrong.
Speaking of this, Julian does have a very strong sense of morals, right and wrong, and he's not afraid to voice his opinion to anyone that might want to hear it--and anyone who might not. He does have a respect for authority--he has to, he serves in a military force--but he's still not hesitant about speaking up, even if he's in a position where it'd be better for his health and his career if he didn't.
Despite his relatively young age, and on his first posting out of Starfleet Medical, Julian is very obviously a more than competent doctor who will do absolutely everything in his power to save his patients and make their lives better. He's incredibly intelligent, with a sharp wit and enthusiasm for learning, but he's not perfect--a lot of that is by design. He's spent most of his life hiding his true abilities for fear of being outed as an Augment, a status that would have him barred from Starfleet and his medical practice by law. Despite this, he wanted to become a member of Starfleet, seeing that as the best use for his abilities. He was a conscious party in keeping his augmentations hidden for over 15 years, and really quite a lot of his persona is a layer of shields around the core of that secret. He's pleasant, disarming, and a little vapid so no one thinks to recognize the superhuman intelligence and ambition at the center of him, and so he is fairly adept at twisting people's perceptions of him. Behind the pleasant man, there's a whole other Julian Bashir waiting to come to the fore. His main conflict stems from his augmentation, a medical process that granted him the life he currently lives, but he resents immensely at the same time as he's grateful for it. When it's revealed, his self-loathing is surprising--he calls himself an unnatural monster and a freak, and obviously has issues believing even in his own humanity. He believes he's a science experiment, and his accomplishments aren't his own--at the base of him, he believes all of what he's done can be laid at the feet of the doctors who performed his enhancements. He has, over time, begun to distance himself from these negative feelings, but they do still exist.
Despite what might for anyone else be a crippling sense of self-deprecation and fear, Julian continues to do his utmost best to help people, whether they be enemy or friend, at least in the context of medical care. His motivation is to help as many people as he can, and to be a good person. Some of that may be an effort to distance himself from the prejudice and fear surrounding genetic augmentations, but most of it is out of a desire to genuinely do good.
In his spare time Julian enjoys escapist fantasies--participating in holonovels and reading are two of his favored pastimes. He also enjoys philosophical debate about everything from politics to literature. He's a sentimental sort as well, evidenced by the fact that he's a 32 year old man who still packs around his childhood teddy bear.
Finally, he is very much a believer in the better nature of humanity. He's from a world where there hasn't been a significant conflict on Earth in decades, that wasn't brought there by an outside force--in his time, things are peaceful, and no one wants for anything. Medicine has advanced to the point where people are living well into their 120th year while still being active and healthy. Despite the war, up until now his life has been peaceful, which grants him a sense of optimism and cheer. It is considerably dinged up, with the war and other recent revelations of Starfleet's less than perfect nature, but he's still a man that believes in the goodness of the universe while being aware of the dangers it offers.
Abilities:
Genetic modifications granting the following:
- Augmented intelligence, above human norms, capable of performing complex calculations entirely in his head, including an eidetic and photographic memory in all meanings of both terms. He has perfect retention and recall of information from the age of 6 on--everything before that is a little blurry. Extra-canonical information depicts this as him being able to literally wander through the hallways of his mind, which he deliberately designed to look like the Hagia Sophia as a mnemonic device. Except with tons of books.
- Augmented senses, hearing, vision, smell, etc. Can hear sounds outside the range of normal humans (high pitched or extremely quiet)
- Augmented reflexes/reaction time, better than human norms. Canonically speaking, closer to Vulcan.
- Augmented strength, more than what would be expected of a human of his body type (that being 'al dente pasta')
- Limited control of his vital signs. He can slow his own heart rate, cut off the flow of oxygen to his brain, etc.
- Some resistance to telepathic attacks. He got zapped by a Lethean, a species whose telepathic attacks are almost always fatal, and it placed him in a coma instead of outright killing him, granting enough time for medical intervention to save his life.
Starfleet officer training including:
- Command (being medical track, this is mostly focused on leadership in a sickbay, but he is part of station senior staff and can pull rank on even the Captain if it's a medical order)
- Survival skills
- Diplomacy (not his strongest suit)
- Marksmanship and combat, mostly at range with phasers, but he can give a fair to middling accounting of himself in hand-to-hand as that was also a required class.
- Piloting starships (small craft)
Starfleet medical training including:
- Triage and field medicine, including combat zone experience
- Surgery
- General medicine
- Medical research, including microbiology, virology, etc.
- Gene therapy and genetic engineering
- Cybernetics and yes this is totally a medical field in the glorious utopian space future.
Everything Else:
- Deception...he's spent a lot of his life hiding his genetic status and is Really Good at making people percieve him in ways that he wants them to. Has been put to use in espionage in the past. (frickin Section 31, augh)
- Perception, because he spent so much time lying himself and he hangs out with Garak all the time, he's pretty good at picking out when people are lying. (It doesn't hurt that he can see physical signs of people being nervous about lying.) This Is Not Infallible and he can definitely be tricked.
- Has a wide array of knowledge in multiple scientific disciplines because he reads everything, absorbs everything, and recalls everything.

Sort of frankly terrible at reading social cues, naive, arrogant, prideful, self-depricating
God/Shinki: God
Why?: Julian is the human result of people playing God, tends to believe he's God's gift to medicine, and with the intense focus on the spiritual and divinity in DS9 (despite humans in Star Trek being largely areligious), it's an interesting fit. He would also really not do well without his memories, any knowledge that he can't have would pretty much drive him crazy.

God Type:
Julian is driven by a very strong morality, he believes wholly in the ideals of the Federation and the current ideals of humanity--which is the pursuit of enlightenment, justice, caring, and knowledge. He'd answer the prayers of anyone he could help, especially if their prayer would also help somebody else.
Power: Health Optimization - sensing what's wrong with/different about (caused by a medical difference like altered genetics such as his own or radiation/chemical alteration ala Spider-Man or the Hulk) someone and then being able to correct it, i.e. removing infections, diseases, or impurities from the blood. Basically he's going to end up a human tricorder and also be able to correct those problems by removing said problem.
(Some) Things this can do:
- Removing alcohol and/or drugs from the system. Surprise, you're instantly sober! This might not make him many friends...
- Lessening a hangover by removing acetaldehyde and other contaminants from the system. (This will probably make him more friends...)
- Removing lactic acid from the muscles after heavy exertion. No more burning muscles and cramps!
- Detecting cancerous cells and removing them from the body.
- Detecting bacterial or viral infection and removing it from the body. Screw off, common cold.
- Curing damage to cells due to radiation.
- Healing burns, chemical or otherwise (burns are caused by a chemical reaction, rather than blunt force trauma or sharp stabby things, therein being the difference)
What it cannot do:
- Cure blight, as that is more of a metaphysical ailment than a physical one
- Break curses or affect anything magical or supernatural. He wouldn't be able to cure a werewolf or a vampire, for example.
- Cure broken bones, cuts, or lacerations.
- This power will not work at all on non-organic life forms, such as holograms or androids
What he will not do:
- Remove genetic alterations and/or chemical ones from the body (discounting alcohol, drugs, or poison--anything harmful) without express permission.
- Use his ability to alter any neurodivergent brain chemistry without explicit ooc and ic permission. (i.e. low serotonin production due to depression, or surprise adrenaline thanks to anxiety. He'll help if directly asked, but he'd prefer to talk people through it and recommend counseling if necessary.)
- Tell any third party about what his powers have detected about someone. Doctor-patient confidentiality, yo.
